Why not make Google and Netflix contribute to USF? As the FCC hopefully nears action on USF contributions in 2012, NTCA made several suggestions in a January 9 Ex Parte meeting. NTCA recommended a revenue-based contribution methodology that includes broadband, text and all VoIP revenues. However, they suggest further study on requiring web-based businesses to contribute.
