NARUC Applauds FCC Ruling Affirming States' Authority to Collect Broadband Data

The National Association of Regulatory Utility Commissioners issued the following statement after the Federal Communications Commission late yesterday granted in part NARUC’s petition for a declaratory ruling that no FCC order or rule preempts State agencies from collecting broadband data:

With this clarification that States are not preempted from collecting broadband data, agencies like ours can continue their work of determining where broadband is and, just as important, where it isn’t. States have the local knowledge and geographic expertise to collect and use broadband data in an efficient manner. New Ulm Telecom 2nd Quarter Dividends

The BlackBerry Bold 9650 smartphone will be available for $199.99 with a new two-year service agreement, after a $100 mail-in rebate (taxes & surcharges excluded).

HickoryTech Expands its Fiber Network to Sioux Falls, S.D. and Fargo, N.D.

HickoryTech Corporation (Nasdaq:HTCO) announced the expansion of its fiber-optic network to Sioux Falls, S.D. and Fargo, N.D. The network expansion to Sioux Falls and Fargo will add 350 fiber route miles to HickoryTech’s existing 2,400 fiber route miles. These initiatives are evidence of the company’s commitment to grow its Enventis business services and provide cost-effective, high-capacity fiber-based solutions.

HickoryTech has made significant investments in its fiber and broadband network over the past several years and already provides high-capacity fiber and business services in many of the major business markets in Minnesota. Most recently, the company increased the capacity of its network between Minnesota and Des Moines, Iowa and is investing in local fiber infrastructure in Des Moines to grow its Enventis business services.

“We are very pleased to announce the expansions of our fiber network, which is a key aspect of our growth plans,” said John Finke, president and chief executive officer of HickoryTech.  “This extension of our network will allow us to further grow our Enventis fiber and data services revenue, which increased 30 percent in 2009. We expect continued growth in this line of business in the foreseeable future.”

Leveraging DWDM technology and 10 Gbps optical technology with the network expansion to Sioux Falls and Fargo, as well as the increased capacity to Des Moines positions Enventis as a competitive multi-state network provider and supports the ongoing growth of telecommunications across the upper Midwest.

“These routes will offer our customers an alternative solution for connections to these growing markets and leverage other regional hubs on the HickoryTech network,” said Walt Prahl, president of HickoryTech’s Wholesale Solutions and Business Development division.  “Our multi-state fiber network gives us an important advantage in delivering more value in both services and pricing to our customers.”

HickoryTech’s outlook for its 2010 capital spending is targeted in the range of $22 million to $26 million.

FairPoint Wins $25.8 Million Contract for Maine School and Library Network

FairPoint Communications (NYSE:FRP) was awarded a five-year contract worth $25.8 million to support the needs of the Maine School and Library Network (MSLN). The MSLN is a statewide consortium of nearly 1,000 schools and libraries through which participants acquire Internet access, phone service and other related services. In operation for over 13 years, the MSLN was the first network in the country to provide high-speed Internet access for every school and library in an entire state.

The University of Maine System’s Networkmaine unit serves as administrator of the Maine School and Library Network and this contract. The $25.8 million contract is funded entirely by telecommunications usage fees from the Maine Telecommunication Education Access Fund and the Federal E-Rate Program, which are targeted to improving broadband connections for Maine’s K-12 schools and libraries.

FairPoint is able to serve the needs of the MSLN through its state-of-the-art, fiber-based core network infrastructure – called VantagePoint – that provides customers with superior performance by offering high bandwidth choices that are both economical and reliable. FairPoint’s VantagePoint network delivers customers a variety of reliable online services that provide faster ways to communicate and the opportunity to move large data files quickly and more efficiently.

FairPoint responded to a fall 2009 request for proposal from the University of Maine System to support the future needs of the MSLN. "Our contract with FairPoint will help us accelerate the expansion of high-speed broadband to schools and libraries located throughout Maine," explained Jeff Letourneau, University of Maine System associate director of communications and network services, and Networkmaine’s acting executive director.

With this contract FairPoint will now serve over 650 schools and libraries on the MSLN. Key points that led to FairPoint winning the award included: providing a statewide network solution with competitive pricing, convenient network access and an aggressive implementation timeline. The company expects it will add new customers to its VantagePoint network as other government, business and healthcare facilities sign on.
