FCC Policy Advisors Review NPRM on USF/ICC Reform in Webinar

On February 9th, the FCC released a Notice of Proposed Rulemaking calling for comprehensive reform of the Universal Service Fund as well as Intercarrier Compensation reform.  The 300-page tome goes into exhaustive detail, but for those who actually have work to do, USTelecom hosted a one-hour webinar yesterday in which two senior policy advisors from the FCC, Rebekah Goodheart and Carol Mattey, gave an overview of the contents and proposals in the NPRM.  Richelle Elberg listened in and reports on the highlights of the planned USF overhaul.

Verizon Takes Next Step in Terremark Acquisition

Verizon Communications Inc. (NYSE, Nasdaq:VZ) announced that the waiting period under the Hart-Scott-Rodino Antitrust Improvements Act of 1976, as amended, for Verizon's pending acquisition of Terremark Worldwide, Inc. (Nasdaq:TMRK), has been terminated by the U.S. Department of Justice.  As a result, no regulatory conditions remain outstanding with respect to the pending acquisition.

The tender offer to acquire all of the outstanding shares of Terremark common stock at a price of $19 per share in cash, without interest and less any required withholding taxes, is scheduled to expire at midnight Eastern time on March 31, 2011, unless extended.

Former RLEC President Appointed South Dakota Commissioner

According to an article in the Rapid City Journal, Gov. Dennis Daugaard has appointed a telecommunications executive with experience in California, New Mexico and Minnesota to be the next commissioner of the state Bureau of Information and Telecommunications.

D.V. "Dom" Bianco recently left a position as president and general manager of WNM Communication, a rural New Mexico telecommunications company. He also has been an engineer and manager for SBC DataCom and its predecessor, Pacific Bell, in northern California, and director of telecommunications operations for ACE Communications in Houston, Minn., the article said.

Kansas City Gets Google Ultra High-Speed Network

Google announced that it will build its ultra high-speed network in Kansas City, Kansas. The company has signed a development agreement with the city, and we’ll be working closely with local organizations, businesses and universities to bring a next-generation web experience to the community.

In selecting a city, Google said its goal was to find a location where we could build efficiently, make an impact on the community and develop relationships with local government and community organizations. We’ve found this in Kansas City. We’ll be working closely with local organizations including the Kauffman Foundation, KCNext and the University of Kansas Medical Center to help develop the gigabit applications of the future.

Pending approval from the city’s Board of Commissioners, Google plans to offer service beginning in 2012. It will also be looking closely at ways to bring ultra high-speed Internet to other cities across the country.

Ntelos Wireless Announces Availability of the Motorola XOOM

Ntelos Holdings (Nasdaq:NTLS) owned nTelos Wireless announced that it will begin offering Motorola XOOM Wi-Fi on March 31st in certain retail stores and online. The Motorola XOOM will be available for $599.99 at nTelos, and will include a free MiFi mobile hot-spot with the purchase of any monthly data package, allowing the tablet high-speed nationwide access to the Internet.
