Senators Send Letter to FCC Urging Adoption of Consensus Framework

A group of U.S. Senators sent a letter to the FCC urging the adoption of the Consensus Framework for USF Reform. 

The Senators said, "Many stakeholders have already weighed in on this issue, and we encourage the FCC to examine their suggestions and proposals carefully when proposing reforms. In particular, America's Broadband Connectivity Plan (ABC) and the proposal by the Joint Rural Association together appear to represent a framework that the Commission can use while crafting responsible Universal Service Fund high-cost support and intercarrier compensation reforms in a broadband environment.

We support the efforts of the FCC to bring broadband service to communities across the United States, and we encourage the Commission to carefully consider industry proposals that accomplish the goals of reform and that lead to more fiscally responsible, sustainable, and effective programs.  As part of this effort, we encourage the Commission to adopt a USF and intercarrier compensation policy that encourages fairness and certainty with respect to access charges, maintains the key elements of the ABC and Joint Rural Association framework, and that takes advantage of the competitive marketplace and the wide range of broadband technologies."

Level 3 and Global Crossing Receive Regulatory Approvals

Level 3 Communications, Inc. (Nasdaq:LVLT) and Global Crossing Limited (Nasdaq:GLBC) announced that the U.S. Department of Justice has cleared Level 3’s previously announced acquisition of Global Crossing. The clearance completes the process under the Hart-Scott-Rodino Antitrust Improvements Act of 1976 (HSR), and is effective immediately.

Level 3 also announced that the Federal Communications Commission has issued an order approving the transaction, effective immediately.   

Level 3 expects to close the transaction as early as next week.

FCC Finally Gets the Message about Rural Call Termination Problems

On September 26, the FCC made an announcement that it will launch a Rural Call Completion Task Force and hold a workshop on October 18 in order to address growing concerns over rural call termination problems--possibly in response to the pressure that the Rural Associations have been putting on the FCC to address and resolve these problems. Call completion problems are likely a result of least cost routing and access charge avoidance schemes. Cassandra Heyne timelines the actions that states and rural associations have done this year in attempt to bring attention to this issue.

Oxford Networks Invests $5 Million in Resilient Tier-V Corporation

Oxford Networks and Resilient Tier-V Corporation announced the creation of a technology partnership, which will offer secure network and data center services with robust data transmission capabilities to businesses and government.  As part of a $5 Million investment, the partnership will leverage both Oxford Networks’ and Resilient Communications’ assets to create a highly competitive data transmission, secure data storage and secure network management facility.

The $5 million dollar investment marks another critical step in the development and growth of Resilient Tier-V located at the former Brunswick Naval Air Station. The secure data center is headquartered in a hardened former national security facility, which most recently protected highly secure military data and communication systems.

Comcast Dives Into Tower Business, Launches CTI Towers

Comcast Ventures, the venture capital affiliate of Comcast Corporation (Nasdaq:CMCSA), announced that it has formed a new portfolio company, CTI Towers, Inc., which will own, operate, and develop telecommunications towers throughout the United States. CTI Towers is launching with a portfolio of approximately 800 towers that were previously owned and operated by Comcast Cable subsidiaries. Headquartered in Boston, CTI Towers will actively lease tower space to wireless operators and other tenants, creating additional tower capacity for rapidly evolving businesses and technologies across the U.S.

Comcast Ventures also announced it has named Anthony F. Peduto CEO of CTI Towers. Mr. Peduto previously served as the Chief Operating Officer of Optasite, a company that engaged in the acquisition and development of telecommunications tower sites, and Vice President of the West and Northeast regions of American Tower Corporation, a leading provider of wireless and broadcast towers worldwide.
