On April 25, 2012, the FCC released its highly-anticipated "Benchmarks Order," or Quantile Regression Analysis (QRA) 2.0. The widely denigrated QRA methodology proposed in the USF/ICC Transformation Order has been almost completely revamped, with the majority of the worst aspects changed for the better. With QRA 2.0, only 106 RLECs are capped as opposed to 283 under the previous methodology. Cassandra Heyne gives a run-down of the exciting changes to QRA.
