After just a week since the Benchmarks Order was released and profoundly changed quantile regression analysis, it is about time an RLEC steps up with critiques of the new model, QRA 2.0. EATEL filed an ex parte letter on May 1, 2012 explaining that the company appears to be single-handedly responsible for nearly 20% of the entire $65m HCLS clipping. EATEL believes the FCC made a mistake that would decrease its support 2,360% more than under the first model.
